#WeekInReview: Full Week Recap of Activities of the Honourable Minister, Dr. ‘Bosun Tijani (Vol. 96)

HM USPF Performance Review

INTRO

This past week was focused on mid-year performance tracking across the Ministry of Communications, Innovation & Digital Economy and its Agencies. These review sessions form a critical part of our commitment to transparency, strategic alignment, and continuous improvement. As we move into the second half of 2025, our goal remains unchanged — to accelerate the growth of Nigeria’s digital economy by delivering on the key pillars of our Ministry’s Strategic Blueprint in alignment with President Bola Ahmed Tinubu’s Renewed Hope Agenda.

 

TIMELINE

Monday, July 28 – Mid-Year Review Session with USPF 

  • Executive Secretary of the Universal Service Provision Fund (USPF), Yomi Arowosafe led his Agency to the Honourable Minister’s office to present their mid-year performance report detailing milestones and achievements, and their plans to execute the Agency’s mandate in the second half of the year.

 

Tuesday, July 29 – Performance Presentations by NIPOST and NDPC

  • On Tuesday, Dr. Tijani had a virtual meeting with representatives of the European Bank for Reconstruction and Development (EBRD) on Project BRIDGE, our Ministry’s initiative to provide internet connectivity for unserved and underserved communities across Nigeria through the laying of fibre optic cable networks.
  • Then it was the turn of the Nigerian Postal Service (NIPOST) and later, the Nigeria Data Protection Commission (NDPC) to present details of their mid-year performance, as part of the ongoing efforts by agencies under the Ministry to deliver on the main thrust of our Strategic Blueprint document.

 

Wednesday, July 30 – Diplomatic Engagement, Strategic Meetings and More Agency Reviews

  • On Wednesday, the Honourable Minister hosted the new Finnish Ambassador to Nigeria, Sanna Selin. Their meeting focused on building on the cooperation agreements between both countries last year, in areas including Artificial Intelligence (AI), Digital Public Infrastructure (DPI), entrepreneurship development, amongst others.
  • Next was a meeting with representatives of Coleman Wires and Cables led by its Managing Director/CEO, George Olutope Onafowokan. The purpose of their visit was to explore potential areas of collaboration with the Ministry, as the leading manufacturers of fibre optic cables in Nigeria, and also extend an invitation to the Honourable Minister to officially commission their new factory later this year. As we plan towards laying 90,000km of optic fibre cable across Nigeria to improve internet connectivity, the Ministry is engaging stakeholders from different sectors who are ready and willing to collaborate towards transforming our nation’s digital economy.
  • After this, Dr. Tijani continued his internal assessment meetings with Agencies – but this time with the team from the Nigerian Communications Satellite Limited (NIGCOMSAT).
  • A meeting with the new management of 9Mobile, one of Nigeria’s mobile network operators, was his last official engagement on Wednesday. Led by the company’s Board Chairman, Thomas Etuh and CEO, Obafemi Banigbe, the 9Mobile delegation updated him on the progress of their drive to rebuild the brand, improve its competitiveness, and serve their customers better.

This past week’s engagements reflect the Ministry’s strong commitment to the Innovation pillar of our Strategic Blueprint. From USPF’s inclusion efforts to NIPOST and NDPC’s evolving strategies, and NIGCOMSAT’s role in satellite services, it is evident that Agencies under our supervision are deploying innovative approaches to expand access, improve operational efficiency, and deliver citizen-focused services. These mid-year performance reviews serve as an opportunity to assess, refine, and reinforce our innovation-driven mandate as we build a digital economy that works for every Nigerian.

Thursday, July 31 – FEC Meeting

  • Dr. Tijani attended the Federal Executive Council (FEC) meeting presided over by President Bola Ahmed Tinubu.

 

Friday, August 1 – NCC Mid-Year Review Session

  • In continuation of his mid-year Agency performance assessment, the Nigerian Communications Commission (NCC) team led by Dr. Aminu Maida, made a presentation highlighting their achievements over the past 6 months, including plans for the rest of the year. The session was attended by the Permanent Secretary of our Ministry, Adeladan Rafiu Olarinre
  • Following this, the Honourable Minister met virtually with the team from the Gates Foundation to assess the progress of the recently announced Nigeria AI Scaling Hub, a multi-stakeholder initiative that will coordinate the scaling of mature AI solutions in the country.
