#WeekInReview: Full Week Recap of Activities of the Honourable Minister, Dr. ‘Bosun Tijani (Vol. 81)

HM At ITURDF

INTRO

The past week was marked by meaningful engagements focused on strengthening regional cooperation and accelerating Nigeria’s digital transformation goals. From leading conversations on Africa’s digital future at a key international forum, to fostering institutional collaborations back home, each engagement reinforced our commitment to inclusive and sustainable digital growth.

A standout moment was my participation at the ITU Regional Development Forum for Africa (RDF-AFR) in Nairobi, where I joined continental leaders to articulate Africa’s digital priorities and steer conversations on policy and infrastructure.

TIMELINE

Monday:

  • In Nairobi, I joined technology ministers and digital economy stakeholders from across Africa at the ITU Regional Development Forum for Africa (RDF-AFR) 2025. At the forum’s opening ceremony, I had the honour of delivering some opening remarks where I outlined Africa’s key digital transformation priorities — from building scalable talent pipelines and infrastructure to accelerating AI readiness and digital trade.
  • In attendance at the opening ceremony were Cosmas Luckyson Zavazava, Director of the Telecommunication Development Bureau, ITU; David Mugonyi, EBS, DG/CEO, Communications Authority of Kenya (CA); John Omo, Secretary General, African Telecommunications Union (ATU); William Kabogo Gitau, Cabinet Secretary, Ministry of Information, Communications and the Digital Economy, Kenya.
  • Later in the day, I moderated a high-level roundtable on “State of Digital Development and Trends”, where leaders shared country-specific insights on navigating digital opportunities and challenges.
  • Participants at the session include Nthati Moorosi, Honourable Minister, Ministry of Information, Communications, Science, Technology and Innovation, Lesotho; John Tanui, MBS, Principal Secretary, State Department for ICT and Digital Economy, Ministry of Information, Communications and the Digital Economy, Kenya; Bernice Edande Otye, Permanent Secretary, L’Assemblée des Régulateurs des Télécommunications de l’Afrique Centrale (ARTAC); and Dr. Ally Yahaya Simba, Executive Director, East African Communications Organisation (EACO).
  • I also held strategic bilateral meetings — first with William Kabogo Gitau, Kenya’s Cabinet Secretary for Information, Communications and the Digital Economy, to explore stronger Nigeria-Kenya tech collaboration; then with John Omo, Secretary General of the African Telecommunications Union (ATU), to discuss coordinated continental approaches to ITU engagements and subsea cable redundancy.

BLUEPRINT ALIGNMENT

This week’s engagements contributed meaningfully to our Strategic Blueprint, with a strong emphasis on:

Policy: By leading Nigeria’s representation at the ITU RDF-AFR, we reinforced our policy leadership in shaping Africa’s digital future through collaboration, talent, and infrastructure.

Knowledge: Our focus on MSME support and financial literacy, especially for 3MTT participants, further expands the reach of our human capital and innovation initiatives.

Tuesday:

  • Following a productive round of engagements in Nairobi, I returned to Nigeria to continue domestic consultations on key Ministry initiatives. The conversations and collaborations at the RDF-AFR reinforced our continental ties and set the tone for more integrated approaches to Africa’s digital future.

Wednesday:

  • Back in Abuja, I began the day with a strategic briefing from Dr. Vincent Olatunji, CEO of the Nigeria Data Protection Commission (NDPC), who shared updates on the Commission’s latest workstreams.
  • This was followed by an internal working session with my team, where we reviewed the progress of Q1 initiatives and discussed steps to enhance project efficiency and execution as we move into Q2.

Friday:

  • On Friday, I welcomed representatives from the Development Bank of Nigeria (DBN) to discuss partnership opportunities to support MSMEs under the 3 Million Technical Talent (3MTT) programme – considering both fellows and Applied Learning Clusters (ALCs). I commended the Bank for its financial commitment worth N100 million to MSME empowerment and encouraged greater support for early-stage digital founders. The DBN team was led by the Bank’s MD/CEO, Dr. Tony Okpanachi.
  • Later, I met with David Daser, CEO of the Digital Bridge Institute (DBI), to review budget performance for Q1 2025.
  • I closed out the week with a productive session with members of the Ministry’s Staff Union focused on improving staff welfare and workplace culture.
