FMCIDE Partners Education Ministry to Launch National Digital Economy Research Clusters Initiative

The Federal Ministry of Communications, Innovation & Digital Economy (FMCIDE), in partnership with the Federal Ministry of Education, has officially launched the National Digital Economy Research Clusters Initiative, a landmark programme aimed at strengthening evidence-based policymaking and advancing Nigeria’s transition to a knowledge-driven digital economy. 

The initiative, unveiled today in Abuja, is funded under Project BRIDGE with a total indicative budget of $9 million, underscoring the Federal Government’s commitment to aligning infrastructure development with research, innovation, and human capital growth.

The Research Clusters Initiative brings together Nigerian universities and research institutions into six thematic areas: connectivity and meaningful access, digital public infrastructure, digital skills and human capital, jobs and the digital economy, trust and safety, and artificial intelligence (AI). These clusters are designed to generate policy-relevant insights, strengthen collaboration between academia and government, and ensure that Nigeria’s digital transformation is guided by local knowledge and data-driven decision-making.

Speaking at the launch, the Honourable Minister of Communications, Innovation & Digital Economy, Dr. ‘Bosun Tijani, emphasised the critical role of knowledge in shaping the future of the digital economy. “From the outset, we recognised a simple truth — the digital economy is a knowledge-driven sector. We cannot rely only on ideas developed elsewhere, so we must generate our own insights, rooted in our realities,” he said. He added that the initiative reflects the government’s broader strategy to combine infrastructure, talent, and policy to drive sustainable growth, noting that Nigeria’s digital economy contribution to GDP has already grown from between 16–18 percent to nearly 20 percent, and is firmly on track towards 21 percent.

Dr. Tijani further highlighted the central role of universities in delivering the programme’s objectives. “Our universities must go beyond teaching and become engines of problem-solving, where real national challenges are studied and solved with rigour,” he stated, pointing to earlier investments in artificial intelligence research that have already produced over 27 peer-reviewed publications and contributed to Nigeria’s improved global ranking in AI readiness. He noted that the Research Clusters will build on this momentum by embedding researchers within practical, policy-focused workstreams that directly inform government action.

Also speaking at the event, the Honourable Minister of Education, Dr. Tunji Alausa, CON, underscored the importance of aligning research with national development priorities. “This collaboration represents a significant step in positioning our universities at the centre of solving real-world challenges. By linking research to policy and practice, we are strengthening our institutions to produce knowledge that drives innovation, supports economic growth, and improves lives,” he said. He added that the initiative will also help build a pipeline of highly skilled researchers, including PhD and postdoctoral candidates, capable of supporting Nigeria’s long-term development ambitions.

With the launch of the National Digital Economy Research Clusters Initiative, the Federal Government is reinforcing its commitment to building a digitally inclusive and globally competitive economy. By connecting infrastructure investments under Project BRIDGE with research, talent development, and policy innovation, the programme is expected to deliver actionable insights, strengthen institutional capacity, and ensure that Nigeria’s digital transformation is both sustainable and inclusive, ultimately driving job creation, innovation, and economic growth.
